WHERE CAN I GET ADVICE ON EYE MAKE UP APPLICATIONS? - eye make up application

I WANT MY EYES IN MY SISTERS highlight wedding, but I am not an expert eye makeup

Youtube! He has tons of videos of people who make-up/hair/etc.

depends.
If you ask the wedding of your sisters to go, whether you can go with her to do her makeup on the day of the wedding. if not ask someone to do something like Mom R, just in case difficulties.
if not just go to YouTube and you do not even try, or try a relative or friend to copy the video.
